State Housing

The North Andover Housing Authority owns and manages 297 income based rental units of public housing in North Andover. There are six elderly and two family developments which are described below.

State-Aided Public Housing:

  • Fountain Drive, 40 elderly/handicapped units
  • Bingham Way, 42 elderly/handicapped units
  • Foulds Terrace, 52 elderly/handicpped units
  • O’Connor Heights, 20 elderly/handicapped units and 10 congregate units
  • Veteran’s Housing, 14 two-bedroom family units and 10 three-bedroom family units
  • Ashland Street, 4 three-bedroom family units, one being handicapped accessable

Federal Elderly/Handicapped Public Housing application

In addition to the programs listed above, the North Andover Housing Authority also administers rental subsidy programs through the use of federal and state funds. These programs are designed to provide rental assistance to eligible elderly/handicapped, families, and single individuals. The North Andover Housing Authority currently administers 133 Section 8 Housing Choice Vouchers and 4 Mass Rental Vouchers (MRVP).

All housing administered by the North Andover Housing Authority is subject to the following income limits:

State Elderly/Handicapped & State Family Public Housing:

1 person - $45,500 2 people - $52,000 3 people - $58,500 4 people - $65,000
5 people - $70,200 6 people - $75,400 7 people - $80,600 8+ people - $85,800

Federal Elderly/Handicapped Public Housing:

 1 person - $44,750  2 people - $51,150  3 people - $57,550  4 people - $63,900
 5 people - $69,050  6 people - $74,150  7 people - $79,250  8+ people - $84,350

Section 8 Housing Choice Voucher Program:

1 person - $30,800 2 people - $35,050 3 people - $39,650 4 people - $44,050
5 people - $47,600 6 people - $51,100 7 people - $54,650 8+ people - $58,150
  • The state minimum age requirement for elderly is 60 or disabled.
  • The federal minimum age requirement for elderly is 62 or disabled.
  • The minimum head of household age for family housing is 18 or over.

Although these programs do not have an asset limit, income generated from assets will be counted. The total income must remain within the above stated limits to qualify for assistance.

North Andover residents and those who work in North Andover receive a preference for these programs.
 

Waiting Lists:

NAHA’s State-Aided Family Public Housing waiting list is currently closed.
NAHA’s State and Federal Elderly/Handicapped Public Housing waiting list is open.
NAHA's Section 8 Housing Choice Voucher waiting list is open.  Application process:

To apply for all housing programs, please send your application to:

Within in a week, you will receive a letter stating the control number assigned to your application.  Your control number is very important for the reason that you will need to provide it when inquiring about your status on the waiting list.  If the letter that states your control number gets misplaced, you will be required to come to North Andover Housing Authority with a picture ID, prior to being informed of your status on the waiting list.

The North Andover Housing Authority participates in the Massachusetts Section 8 Housing Choice Voucher Centralized Waiting List.

The Section 8 Housing Choice Voucher Program provides affordable housing opportunities in the private market.
